In order to submit a proposal as a PI, you MUST first register with the HSC. To do this use a web browser and go to the web page
http://herschel.esac.esa.int/registration.shtml
(see Figure 17.3, “Project Home Page. Follow the links to register.”). Follow the simple instructions on the page.
