If, when you open the Proposal Submission Tool to submit a proposal, the only Proposal type available is "DUMMY" HSpot will not allow you to attempt to make the submission. This happens when your HSpot session did not manage to connect correctly to the HSC database due to some communications glitch as the connection was being established.
Similarly, if after some tens of seconds from pressing the button to submit the proposal to the HSC there has been no pop-up message advising of successful submission (you only see the pop-up with the Jaguar running endlessly) there has also been a communication glitch on connection to the HSC database and, as a result, the propsal submission has hung.
In either case, the solution is simple:
1. Close HSpot completely and re-start the session. This re-sets the connection to the HSC database.
2. Re-submit the proposal.
Proposal submission should work perfectly after this in the absence of further connection glitches
