This menu shows "Observations" (the AORs that have been defined) and the names of any images currently displayed in HSpot. It brings the window you choose to the front. Selecting "Observations" brings forward the main AOR table; this is useful for managing HSpot, if you are displaying several images and going back and forth between them and the AOR table.
